The Directorate General of Trade Remedy (DGTR) has proposed an extension of anti-dumping duties on tempered glass (solar glass) imported from China for another two years. DGTR found that solar glass continued to be exported to India at below normal value, leading to continued dumping. During the sunset review investigation, the dumping margin increased compared to the original investigation. According to the findings, the volume of imports from China could increase substantially, given the dumping and harmful prices of exported goods. DGTR found that Chinese solar glass producers and exporters are highly export-oriented, and they have a lot of excess capacity. After a review of dumping, injury and the likelihood of continuation or recurrence of dumping and injury, the DGTR concluded that continued anti-dumping duties are necessary. background The Ministry of Finance has imposed anti-dumping duties on Chinese solar glass for five years, effective August 18, 2017. The DGTR launched an anti-dumping investigation at the request of Indian solar glass maker Borosil Renewables. After investigation, DGTR found that there is no essential difference between solar glass exported from China and solar glass produced in India. The bureau believes that domestic solar glass is comparable to imported products in terms of physical properties, production technology, manufacturing process, and uses. Price weakening and suppression DGTR found that the landed value of solar glass in China is significantly lower than the net sales achieved by the domestic industry. Therefore, the import price is lower than the price of the domestic industry. DGTR also found that the weighted average landed value of solar glass in China is consistently lower than the weighted average selling price and weighted average cost of domestically produced solar glass. It also found that imported solar glass was being sold for less than Rs 50-60 per ton. DGTR noted that one of the Chinese producers diverted its exports from China to Malaysia after anti-dumping duties were imposed on China. The combined market share of imports from China and Malaysia was large throughout the survey period. Proposed Anti-dumping Duties DGTR proposes to impose an anti-dumping duty of US$192.82/ton on solar glass originating in or exported from China by Flat Glass Group, Anhui Flat Solar Glass Co., Ltd. and Zhejiang Jiafu Glass Co., Ltd. Anti-dumping duties of $253.39/MT were imposed on Shaanxi Topray Solar Co and $226.37/MT on Wujiang CSG Glass Co., Ltd. and Dongguan CSG Solar Glass Co., Ltd. were also levied. An anti-dumping duty of $302.65/ton is imposed on solar glass from any country other than China. Anti-dumping duties on solar glass imported from China may be extended for another two years In March this year, the DGTR proposed to impose five-year anti-dumping duties on imported fluorinated backsheets originating in or exported from China. Indian module maker RenewSys launched an anti-dumping investigation after it claimed China's fluorine backsheets were identical to those made in India. The DGTR also proposed to impose anti-dumping duties on certain flat aluminium products imported from China to offset the damage caused by dumping in the Indian market. Hindalco Industries has submitted an application for an anti-dumping investigation into imported flat aluminum products used in solar installation structures.
